5月31日12时55分，国家代表议会会议在副议长帕拉特·巴里西南泰昆的主持下，审议2569财政年度预算支出法案，总金额为3.78万亿泰铢，最后一天的会议上，民主党的名额代表川文·历派起身辩论近期发生在2023年5月24日的一起警用航空基地的直升机坠毁事故，地点位于巴蜀府，导致国家警察办公室的飞行员和维修人员共三人遇难。
在过去一个月内，共有九名优秀的警员在类似事件中丧生。尤其是来自董里府的飞行员中尉宋鹏·布恩猜，在巴蜀府的坠机事件中殉职，他是一名出色的人才且与我颇为熟悉。尽管我们无法挽回这九条生命，但我们不应袖手旁观，让无价的生命就此消逝。他可以选择其他部门工作，但他厌倦了靠关系晋升，才决定成为飞行员。
川文表示，警用航空基地的事故可能再次发生。警用航空基地共有71架直升机，其中仅24架可用，27架正在维修，20架等待退役。发生事故的也是其中一架。他特别对这种由于设备不良导致的非对抗性事故表示遗憾。这位优秀的飞行员选择转行，因他不想再受制于旧体制。我们必须审查和维持现存24架可用直升机的状况，以免类似5月24日的悲剧重演。
川文还提到2569年警用航空基地的维修预算为9.5亿泰铢，与上一年持平。他指出，一些高级警官表示，该领域可能存在寻租现象。但他强调，为了对得起那些正直的警员，有关部门必须认真审视这一问题。我们必须采取措施，预防类似事件再次发生，确保24架直升机的状况良好。
“Regarding the helicopter that crashed, a friend sent me a message saying that the machine was unusable. I then contacted the traveler who shared the info, and he mentioned seeing the pilots the evening before. The pilots seemed aware of the mechanical failure, yet the situation was allowed by the authorities to occur. As a result, it's crucial to utilize this incident as a reflection, to prevent further loss of valuable national police personnel. I sincerely hope this is the last occurrence due to mechanical shortcomings. Unlike military organizations with systematic maintenance, the police should consider restructuring as advised in the concerned committee's upcoming discussions.”
